Public debate

In order to promote the Kosovo Environmental Action Plan as well as it's benefits for the public, REC supported by Sida has organized public debates in six municipalities of Kosovo/a. The aim of these debates was to inform the general public regarding their benefits, rights and responsibilities that arise from the proces of developing KEAP. Public Debates took place in the major municipalities of Kosovo including this way participants from the smaller surrounding municipalities. The Public Debates were organised in the following order: 9 December 2005 in Peja; 19 January 2006 in Prizren; 03 February 2006 in Mitrovicë; 10 February 2006 in Gjilan; 3 March 2006 in Gjakovë; to close the series of public debates in Prishtina on the 27 Mars 2006.
Participation of citizens varied from municipality to municipality but the event in Gjilan, Gjakova and Pristina may be mentioned as the most successful ones. The participation of minority communities in Gjilan was of satisfactory level.
These meetings usually started with presentations of the working groups and REC representatives to continue afterwards with expression of common environmental concerns, but also from other sectors also included in KEAP and with explanation of if and how these concerns have been incorporated and dealt with in the document.
Development of Local Environmental Action Plans was also an issues brought up in almost all of the debates organised. This enquiry came from the local authorities with attempt to ensure a proper and lasting structure for dealing with environmental issues in local level.

In the last debate in Prishtina, in addition to the staff of Ministry directly involved in the drafting of the plan, the Minister of Environment and Spatial Planning, Mr. Ardian Gjini was also present.
